The Ivanhoe Project

The Ivanhoe Project involves two planning projects, the Ivanhoe Plan (Structure Plan) and the Civic Precinct Masterplan.

New Draft Ivanhoe Structure Plan – now out for community consultation

Ivanhoe is identified by the State Government as a Major Activity Area which means it will see future housing growth and activity. State Planning Policy obliges Council to plan for this growth through a Structure Plan.

A previous draft of the Structure Plan was released in July 2011 and attracted over 700 submissions. Council listened to the community and set it aside, promising a new draft with further community consultation. Since October 2011 community workshops have identified where future growth should be and how to best protect the character of Ivanhoe’s neighbouring streets. Details of previous workshop feedback is listed in the sections below.

More than 1500 people have been involved in developing the new draft plan, including the Ivanhoe Community Consultative Committee and the Save Ivanhoe Residents Group. Council is very thankful for the time, energy and ideas committed by all those involved.

The analysis undertaken has been extensive, providing a block by block assessment to ensure the right guidelines are in place for the right areas.

Council has now released the new draft Structure Plan that incorporates much of the feedback from consultation and analysis from consultants MGS Architects. This is not Council Policy but rather a draft for community consultation. Council is seeking feedback and submissions.

Changes from the previous draft Structure Plan:
Some of the changes in the new draft plan that reflect community feedback include:

  • Development is directed to the most appropriate areas around railway stations and shops.
  •  Building heights will be two to three storeys in residential streets, no more than current State Government guidelines (noting that similar building heights have been in place for over 15 years)
  • Guidelines for Uniting Church land recommend less height than the current permit allows, in the event of a new development application.
  • Tailored guidelines to prescribe setbacks and the planting of extra trees, vegetation and landscaping to preserve privacy and amenity.
  • Stronger advocacy for improved public transport services and infrastructure.
  • Better access to open spaces, strengthened heritage controls and the potential for new public squares.
